The window scene is good because it's the first input of humour. The fact that he can't reach the key, whilst a serious plot point, is amusing because you can't help but think 'his arms are really short!'
I agree about him intuitively knowing something was up and tricking Laurie to leave so he could talk to Toby alone.
For me the window scene is good because it's the first time we see him "in action". He's doing some actual investigating.

His emotional volatility is definitely reactive. He doesn't get sassy with Laurie until Laurie starts giving him a hard time. I think he was frustrated with Laurie because the police were trying to help and Laurie just wasn't acting right.

I think it's the interview with Toby that makes Jack realise that maybe everyone had secrets and he just had to tease out which were related to the girl's disappearance. He has to assume, at least initially, that the family inside the house, are innocent - even if they're suspects back at the station - but it's this interview that makes him start to wonder.
As an aside, Toby's a minor. Shouldn't he have had an 'appropriate adult' with him?
one thing I like about our introduction to Jack Weston is we see how calm and methodical he is. You see that he has intuition right off the bat, but as the episode builds you see his emotions start to build up, the first of which is his outburst to Laurie "get in the fucking car" You wouldn't expect a policeman to say something like that to a frantic father trying to find his daughter, but he knew something was not quite right about Laurie and he reached the point where he'd had enough.
